The current decrease in the environment puts social, political, and economic development at risk. Today, economic activity generates tons of waste and an increase in the use of natural resources. The United Nations set a participatory and collaborative solution to overcome this negative impact on the environment through the Sustainable Development Goals (SDGs).
Therefore, the Government of Mexico in the period 2012-2018 established the National Strategy for Sustainable Production and Consumption, framed in the National Development Plan 2013-2018, whose objective was "to promote production and consumption practices that contribute to sustainable development from Mexico." This strategy is how to achieve an equitable economy in 2020, characterized by economic, social, and environmental responsibility. Derived from this plan, the state of Guanajuato established public policies to face and overcome the challenges set in the SDGs.
The economic investment in Guanajuato is associated with an increase in competitiveness and the care of the environment. This goal means that each of the strategies and decisions established as public policies requires the desing, monitoring, and evaluation of measurable elements that guarantee the success of a sustainable state. Currently, the Mexican Institute for Competitiveness A.C. (IMCO), represents civil society, which is responsible for collecting the information that allows evaluating the performance and impact of the actions taken in the state of Guanajuato to ensure compliance with sustainable development.
This paper presents a mathematical analysis of the relationships among public investment, innovation, and human talent in the active economic sectors in Guanajuato. These three elements represent the platform that promotes the positive and sustainable development of the environment. The information and data come from the information offered by IMCO, in its 2018 State Competitiveness Index.
In the findings obtained, public investment does not guarantee environmental care. This is consistent with the results of the IMCO itself, where Mexico is posisioned in the 34 and 35 places in recent years.
Innovation is not yet an element that impacts the care of the environment, so it would seem that it only benefits the industrial sectors and does not impact on a culture of environmental responsibility. The problems maximize since neither the human talent nor innovation of the active economic areas in Guanajuato has a positive and significant impact on the sustainable management of the environment.
